Presidential Policy Directive 19, signed by President Barack Obama, is the source of protections for Intelligence Community whistleblowers who allege reprisals for reporting through authorized channels what they reasonably believe evidences wrongdoing. However, the measures are very weak lacking enforcement with the Inspector Generals failing to implement the time guidelines and standards, policies, and procedures to adjudicate reprisals.
