Following 18.5 years of service with the Central Intelligence Agency (CIA), Pedro Israel Orta relocated to Tulsa, Oklahoma, where he established an evangelistic and teaching ministry. He is the author of The Broken Whistle: A Deep State Run Amok,which chronicles his experiences as a CIA whistleblower, and has appeared on the Tucker Carlson Network and other broadcasts discussing government accountability, whistleblower retaliation, and institutional misconduct.
Orta also produced two documentaries, Deep State Gangsters and The Broken Whistle, bringing his experiences and broader concerns about government accountability to the screen.

Pedro Israel Orta is a Miami-born son of Cuban exiles whose family experienced firsthand the brutality of Fidel Castro’s communist regime. His grand-uncle endured 20 years as a political prisoner in Cuba. Raised in Miami’s close-knit Cuban-American community, Orta was instilled from an early age with enduring values of faith, integrity, honor, respect, hard work, and love of country.
Before entering government service, Orta spent 14 years in Miami’s Cuban-American business community, building a successful career in the perishable commodities industry and earning recognition for exceptional professional service. He also served honorably in the United States Army.
Orta later served 18.5 years with the Central Intelligence Agency, including assignments connected to Iraq, Afghanistan, the Middle East, and other high-threat environments. His career included significant work supporting U.S. national security and counterterrorism operations, for which he received eight Exceptional Performance Awards. He also served as an inspector in the Office of the Inspector General for the Intelligence Community.
His CIA career ultimately took a dramatic turn after he raised concerns about misconduct and became a whistleblower. What followed were years of reprisals that culminated in his termination—an experience that became the foundation for his book, The Broken Whistle: A Deep State Run Amok,and the award-winning documentary The Broken Whistle.
Orta holds a Bachelor of Arts from Florida International University, where he graduated Summa Cum Laude with a double major in Political Science and International Relations, and a Master of Arts in Security Policy Studies from George Washington University, with concentrations in Defense Policy, Transnational Security Issues, and Political Psychology.
Faith has been central to Orta’s life since childhood. At four years old, he encountered the Gospel of Jesus Christ during a Morris Cerullo evangelistic event at the Miami Auditorium and was raised in a Spanish Assemblies of God Pentecostal church. He has been a licensed minister with the Evangelical Church Alliance since 1991 and was ordained through Faith Christian Fellowship in 1994 and Christ for all Nations in 2021.
Orta trained in evangelism through Christ for all Nations, including its School of Evangelism in 2013 and Evangelism Bootcamp in 2021. Following Bootcamp, he spent two months in Tanzania participating as a missionary evangelist in CfaN’s Decapolis Gospel Crusades. In 2023, he earned a diploma from Rhema Bible Training College’s Itinerant Minister program.
Today, Orta calls Tulsa, Oklahoma, home, where his work spans writing, filmmaking, public speaking, Christian ministry, photography, and advocacy for integrity and accountability in government and society. He oversees the Pedro Israel Orta Evangelistic Association, Inc., a 501(c)(3) ministry organization, and Pedro Israel Orta Productions, LLC.
In addition to The Broken Whistle, Orta produced the documentary Deep State Gangsters. His work and experiences have been featured across television, radio, podcasts, and other media broadcasts , including an interview with Tucker Carlson Network.
